Eligibility Criteria Summary
A. Essential Educational Qualifications:
- A Bachelor of Law degree from a University established by Law in Uttarakhand or by another University of India recognized for this purpose by the Governor.1
- Must possess thorough knowledge of Hindi in Devnagri script.
- Basic knowledge of computer operation.
- Crucial Date: Candidates must possess all essential qualifications by the last date of online application submission, June 5, 2025. The mark sheet issuance date will determine the date of acquiring the qualification.
B. Age Limit (as on January 1, 2025):
- Minimum: 22 years
- Maximum: 35 years
- Relaxations: Applicable for Uttarakhand domiciled SC, ST, OBC, and other categories as notified by the government, as per prevailing rules. Refer to the UKPSC website for detailed Government Orders on age relaxation.
C. Nationality:
- A citizen of India; OR
- A Tibetan refugee who came to India before January 1, 1962, with the intention of permanently settling in India; OR
- A person of Indian origin who2 has migrated from Pakistan, Myanmar3 (formerly Burma), Sri Lanka, or any East African countries of Kenya, Uganda, and the United Republic of Tanzania (formerly Tanganyika and Zanzibar) with the intention of permanently settling in India.4
- Candidates in categories (b) and (c) must have a certificate of eligibility issued by the State Government. Tibetan refugees also need a certificate from the Inspector General/Director General of Police, Intelligence Branch, Uttarakhand. For category (c), the eligibility certificate will not be issued for more than one year, and continued service beyond one year is conditional upon acquiring Indian citizenship.
D. Character:
- Must be of such character as to be suitable in all respects for employment in government service.
- Persons dismissed by Union/State Govt. or any local authority/corporation owned or controlled by Union/State Govt., or convicted of an offense involving moral turpitude, or debarred from practicing as an advocate by any Bar Council, or convicted under the Indian Penal Code or any prevailing law and sentenced to imprisonment, are not eligible.
E. Marital Status:
- A male candidate with more than one living wife or a female candidate who has married a person already having a living wife is not eligible, unless the government grants an exemption for special reasons.
F. Physical Fitness:
- Must be in good mental and physical health and free from any physical defect likely to interfere with the efficient performance of5 duties. A certificate from the Medical Board will be required before appointment.

Selection Process Outline
The competitive examination will comprise three successive stages:
- Preliminary Examination (Objective Type): To be conducted only if the number of applicants is very high in proportion to vacancies, as per Commission’s decision. Marks obtained will not be added to the Main Exam or Interview.
- Main Examination (Written Examination – Conventional/Descriptive Type)
- Viva-Voce (Personality Test/Interview)
Preliminary Examination (If Conducted):
- One objective type paper, answers on OMR sheet.
- Duration: 3 hours.
- Structure:
- Part 1: General Knowledge (50 marks): Current events in India and the world, especially in the legal sphere. Questions mainly on International Law, Neutrality, recent legislation (especially Indian Constitution), Law and Development, and legal matters, but not limited to these.
- Part 2: Law (150 marks): Transfer of Properties Act, Principles of Hindu Laws and Principles of Muslim Laws, Indian Evidence Act-1872 & The Bhartiya Sakshya Adhiniyam, 2023, Code of Criminal Procedure 1973 & The Bhartiya Nagrik Suraksha Sanhita, 2023, Indian Penal Code-1860 & The Bhartiya Nyaya Sanhita, 2023, Civil Procedure Code-1908.
- Negative Marking: For each wrong answer or multiple answers to a single question, one-fourth of the marks assigned to that question will be deducted.

Syllabus Highlights for Main Examination:
- The Present Day: Knowledge of current happenings in India and the world, particularly legal aspects. Essay-type answers, mainly on Jurisprudence, International Law, Neutrality, recent legislation (especially Indian Constitutional Law and developments).
- Language (100 marks):
- Translation of an English passage to Hindi (Devnagri script, common court language) – 30 marks.
- Translation of a Hindi passage to English – 30 marks.
- English Precis Writing – 40 marks.
- Law Paper I (Substantive Law – 200 marks): Law of Contracts, Law of Partnership, Law concerning Easements and Torts, Law relating to Transfer of Property (including Principles of Equity6 applicable thereto), Principles of Equity (with special reference to Law of Trust and specific relief), Hindu Law, and Mohammedan Law.
- Law Paper II (Evidence & Procedure – 200 marks): Law of Evidence, The Bhartiya Sakshya Adhiniyam, 2023, The Code of Criminal Procedure-1973 & The Bhartiya Nagrik Suraksha Sanhita, 2023, Code of Civil Procedure-1908 (including principles of pleading). Questions will relate mainly to practical matters like framing charges/issues, dealing with witness evidence, judgment writing, and general conduct of cases.
- Law Paper III (Revenue & Criminal – 200 marks): U.P. Zamindari Abolition and Land Reforms Act (as applicable in Uttarakhand), Indian Penal Code-1860 & The Bhartiya Nyaya Sanhita, 2023.
- Candidates are expected to refer to the latest judgments and important cases in all law papers.
- Basic Knowledge of Computer Operation Practical Examination (100 marks, 1 hour, Qualifying – Min 40%):
- Syllabus: Microsoft Windows Operating system and Microsoft Office.
- One question each from: (1) Windows and internet, (2) M.S. – Word, (3) M.S. – Access, (4) M.S. – Excel, and (5) M.S. – PowerPoint.
- Each question will have five actions (4 marks each). Printout of output for evaluation.
Viva-Voce (100 marks): To assess suitability for Judicial Service based on academic record, intellectual, mental, and physical health. Questions will be of a general nature, not necessarily academic or legal. Marks obtained will be added to the main written exam marks for the final aggregate.
Important Considerations
- Reservation: Benefits for Uttarakhand domiciles with valid certificates as per rules. OBC certificates are valid for 3 years from issue.
- Document Verification: Original documents supporting claims made in the online application must be presented when asked by the Commission, typically before the interview.
- Accuracy: Ensure all information in the application is correct. False information or suppression of facts can lead to disqualification and debarment.
- Prohibited Items: Electronic gadgets are strictly banned in examination halls.
