Mandatory Prerequisite: One Time Registration (OTR) #

Eligibility Criteria #
- Age Calculation Date: The age limit for all posts (unless otherwise specified, which is not the case for these posts) will be calculated as of July 1, 2025.
- Age Relaxation: Applicable to candidates domiciled in Uttar Pradesh belonging to specific categories:
- 5 years relaxation for SC, ST, OBC, Skilled players of classified games (Group B & C posts only), and State Govt. Employees including Teachers/Staff of Basic Shiksha Parishad and Govt Aided Madhyamik Vidyalayas.
- Ex-servicemen/ECOs/SSCOs of U.P. domicile are eligible for age relaxation equivalent to their service period in the army plus 3 years, provided they are discharged from the army by the last date of application receipt.
- 15 years relaxation is admissible to Physically Handicapped (PwBD) candidates.
- ECOs/SSCOs whose service period is extended for rehabilitation may also apply under specific conditions (requiring a certificate from competent authority and a written undertaking).
- Educational Qualification: Candidates must possess the stipulated essential qualification(s) for the applied post by the last date of receiving online applications. Equivalent qualifications are accepted as per Government Orders.
- Knowledge of Hindi: Essential for most posts.
Reservation and Special Provisions #
- Uttar Pradesh Domicile: Reservation benefits are generally extended only to candidates who are originally domiciled in Uttar Pradesh. Candidates from other states will be treated under the Unreserved (General) category, regardless of their category in their home state.
- Category Claims: Candidates claiming reservation benefits must indicate their category/sub-category correctly in their OTR details. This information will be auto-filled in the application form. No change in category claims will be entertained after the application is submitted.
- Certificates: Candidates must possess valid certificates in the prescribed format issued by a competent authority in support of their claim for reservation (SC/ST/OBC/EWS/PwBD/DFF/Skilled Player). These certificates will be verified during the interview stage. Failure to produce valid certificates in time will lead to cancellation of candidature. Certificates for UP domiciled SC/ST/OBC candidates must be issued by a specified competent authority (District Magistrate, ADM, City Magistrate, SDM, Tahsildar etc.) in the prescribed format as per relevant Government Orders. For women candidates, the caste certificate issued from the father’s side is considered valid.
- EWS Reservation: A 10% reservation is applicable for Economically Weaker Sections (EWS) who are UP domiciled and not covered under existing reservations for SC/ST/OBC. Eligibility is based on gross annual family income below Rs. 8.00 lakh and not possessing specified assets (as detailed in the application form/GO). EWS candidates must submit an Income and Asset Certificate issued by a competent authority in the prescribed format, valid for the financial year preceding the application year.
- PwBD Reservation: Applicable as per rules, with specified posts identified as suitable for certain disability categories (e.g., OA, OL, HI, VI, LC, CP, DW, AAV, MD, ID, SLD, MI, MD). PwBD candidates must submit a disability certificate from a Competent Authority in the prescribed formats (Form II, III, or IV). Candidates with temporary disability are not eligible for PwBD reservation benefits.
- Dependents of Freedom Fighters (DFF): Reservation applies to dependent sons, daughters, grandsons (son’s son/daughter’s son), and granddaughters (son’s daughter/daughter’s daughter, married/unmarried) of freedom fighters who are actually dependent on the freedom fighter. A certificate from the District Magistrate in the prescribed format is required.
- Skilled Players: Reservation/preference (as applicable per post/rules) is given to skilled players of classified sports who are UP domiciled. Certificates in prescribed formats (Form 1-4) from the relevant sports authority (National/State Federation Secretary, University Dean/Sports In-charge, Directorate of Public Instructions/Education) are required.
- Multiple Reservation Benefits: If a candidate is eligible for reservation under more than one category, they will be granted only one such benefit, which is most beneficial to them.
- Adjustment: Candidates of reserved categories who do not avail any benefit or concession in the qualifying standard during the Screening Examination (if held) may be considered against unreserved vacancies in the final selection.
Compensation:
The pay scales for the advertised posts vary according to their level. Selection Process #
The selection process typically involves:
- Scrutiny of Applications: Initial checking of online and hard copy applications for completeness and adherence to basic requirements.
- Screening Test (if required): If a large number of applications are received for a post, the Commission may conduct an objective-type screening test. Performance in the screening test is used for shortlisting candidates for the interview. Merely clearing the minimum qualification does not guarantee a call for the interview.
- Interview: Candidates shortlisted based on the screening test (or directly, if no screening test is held) will be called for a Personal Interview.
- Document Verification: Original documents verifying age, qualification, category, domicile, experience, etc., will be required during the interview process or as specified by the Commission. Failure to provide required documents within the given timeframe will lead to candidature cancellation.
- Final Selection: The method of final selection (e.g., based on interview performance only, or a combination of screening test and interview scores) will be decided by the Commission and intimated later.
Screening Test Pattern & Syllabus #
If a screening test is conducted, it will be of an objective type.
- Negative Marking: There will be a penalty for wrong answers. For each incorrect answer, one-third (0.33) of the marks assigned to that question will be deducted. Providing more than one answer for a question will also be treated as a wrong answer, attracting the penalty. There will be no penalty for unanswered questions.
- OMR Sheet Instructions: Candidates must fill in all required information on the OMR Answer Sheet using black ink and correctly blacken the corresponding circles. Only information indicated by blackened circles will be evaluated. Use of whitener, blade, pin, or rubber on the OMR sheet is strictly prohibited. Candidates are solely responsible for any issues arising from incorrect filling or use of prohibited items.

Payment must be made online through the SBI MOPS gateway using Net Banking, Card Payments, or other online payment modes as available. It is mandatory to complete the fee payment online by the last date specified. Candidates must take a printout of the payment transaction slip.
How to Apply Online and Fill the Form: #
The online application process is to be completed in distinct stages as described by the Commission:
- Obtain OTR Number: If you haven’t already, complete the One Time Registration (OTR) on https://otr.pariksha.nic.in and obtain your OTR Number at least 72 hours before the online application deadline.
- Visit the UPPSC Website: Go to the official website https://uppsc.up.nic.in.
- Navigate to Online Application: Click on “ALL NOTIFICATIONS/ ADVERTISEMENTS”. Find advertisement number D-2/E-1/2025. Click on “Apply”.
- Authenticate with OTR: Select the post you wish to apply for and click “Authenticate with O.T.R.”. Confirm if you have completed OTR registration (“Yes”). Enter your OTR Number and proceed. Authenticate using the OTP sent to your registered mobile/email or your OTR password.
- Fill Online Application (Auto-filled Details): Once authenticated, your personal details from OTR will be auto-filled. You will need to fill in the essential qualifications required for the post.
- Fill Application Part-2 (Preferential Qualifications): The “Applicant Dashboard” will appear. Click on “Submit Details” under “Application Part-2”. - Preview Application: After filling all details, use the “Preview” button to review your entire application form before final submission.
- Submit Application: If all details in the preview are correct, click the “Submit” button to finalize the online application submission. A successful submission report will be generated.
- Proceed to Fee Payment: After successful submission (Stage 1 & 2 complete as per Commission’s description), the “Fee Confirmation Window” will appear. Click “Yes” to proceed to the SBI MOPS payment gateway.
- Pay Application Fee: Choose your preferred online payment mode (Net Banking, Card Payment, etc.) and complete the transaction.
- Print Payment Receipt: After successful payment, a “Payment Transaction Slip” will be displayed. Take a printout of this slip and keep it safe. If payment fails, log in to the Candidate Dashboard, authenticate with OTR, and click “Pending Payment” to retry the fee payment.
- Print Final Online Application Form: After completing the fee payment (Stage 3 complete), your final submitted application form will be displayed. Take a printout of this form (Stage 4 complete). This printout must be kept safe and must be submitted as a hard copy.
- Correction/Modification: If any change is needed in the qualification details for the applied post, you can modify the submitted application only once by logging into the Candidate Dashboard before the correction deadline (16.06.2025). Changes to personal details require updating OTR and synchronizing on the dashboard before applying.
Mandatory Hard Copy Submission #
This is a crucial step that must not be missed. After successfully submitting the online application and paying the fee, candidates must submit the hard copy as follows:
- Print Online Form: Take a printout of the final submitted online application form.
- Gather Documents: Collect self-attested photocopies of all relevant academic and required documents supporting the claims made in the online application (e.g., mark sheets, degree certificates, caste certificate, PwBD certificate, experience certificate, age proof – High School certificate).
- Prepare Envelope: Use an A-4 size envelope. Log in to your Candidate Dashboard (OTR Based) on the Commission’s website, download and print the autofilled address-slip for hard copy submission.
- Paste Address Slip: Paste the downloaded autofilled address-slip securely onto the envelope containing the application form and documents. Failure to paste this specific slip may lead to candidature cancellation.
- Send/Submit: Send the envelope containing the printout of the online form and self-attested documents to the office of the Uttar Pradesh Public Service Commission. This can be done via Registered Post, Speed Post, or by hand.
- Deadline: The hard copy must reach the Commission’s office by June 23, 2025, till 05:00 PM. Documents received after this date will not be accepted.
- Multiple Posts: If applying for more than one post, a separate envelope containing the respective online form printout and documents must be sent for each post.
Joining Process: #
The notification primarily details the pre-selection stages. The exact joining process (medical examination, verification of original documents, issue of appointment letter etc.) will be communicated by the respective recruiting department after the Commission recommends selected candidates.
Important Instructions and General Conditions:
- The Commission’s decision regarding the eligibility or otherwise of a candidate at any stage is final.
- Candidates must ensure they fulfill all eligibility conditions by the last date of online application receipt.
- Incomplete applications will be summarily rejected.
- Providing false information, concealing material facts, misrepresenting details, or engaging in any form of malpractice will lead to immediate cancellation of candidature and debarment from future examinations and selections of the Commission, potentially for up to five years. - Provisional admission to the screening test or interview does not imply that the candidate is necessarily eligible for the post. Eligibility is checked at various stages.
- Candidates serving under the Central or State Government/PSUs must produce a “NO OBJECTION CERTIFICATE” (NOC) from their employer at the time of the interview.
- At the time of document verification, candidates are required to submit original certificates along with a passport-size photograph attested by the head of their last educational institution or a Gazetted Officer.
- Candidates whose candidatures are cancelled for any reason will no longer be considered candidates, and their marks will not be provided.
